In this Foley Institute talk from April 2018, Dr. Richard Pineda, the director of the Sam Donaldson Center for Communication Studies at the University of Texas in El Paso, traces US immigration policy and the rhetoric surrounding it from 2000 to 2018. The Trump Administration has committed to a policy of heightened border security. The rhetorical turn in US policy is having seismic impact on international relations and on the border.
